Flushing out a water solution

I recently was traveling in Europe and noticed something that could help us address the water shortage in the West. Many toilets there are equipped with two flushing mechanisms: one with minimal water, the other with substantial water. In that most of the time a minimal amount of water is all that is required, I would suggest that the seven states using Lake Mead work together to pass legislation to require this on all toilets.

Perhaps kits could be developed to adapt current toilets.

We must find many ways to preserve our most valuable resource.
