Washington — The atmosphere surrounding President Barack Obama’s inauguration is different this weekend than it was four years ago. For one thing, it’s not quite as cold: Instead of suffering through subfreezing temperatures as they did in 2009, hundreds of thousands of inauguration-goers will enjoy temperatures a cool eight to 10 degrees above freezing at this year’s festivities.
