Is legislation just a political game?

In an op-ed piece last week on Sen. Marco Rubio, Carl Leubsdorf writes: “While his (Rubio’s) criticism was correct, the incident betrayed some naivete in Rubio’s belief that he could resolve so political an issue in a non-political way in an election year.”

It’s pretty disappointing (but not too surprising) to hear that our representatives who go to Washington and attempt to get something significant accomplished — in an election year, nevertheless! — are now considered naïve.

Is this legislation stuff they’re supposed to be doing just a façade so they can play their political games every fourth year?
