Man accused of impersonating cop to coerce woman into sex waives hearing

Prosecutors expected to drop sexual assault charges as part of plea agreement

A 32-year-old man accused of passing himself off as a police officer to coerce a female masseuse into having sex with him in May at a Las Vegas Strip hotel-casino is expected to plead guilty later this month.

Douglas Brian Irvin Jr., of Las Vegas, today waived his preliminary hearing in Las Vegas Justice Court as part of an agreement to have his charges reduced when he's arraigned in Clark County District Court.

Irvin has agreed to plead guilty to one count of coercion, not sexually motivated, and one count of impersonating a police officer, a gross misdemeanor, Deputy Public Defender Kathleen Hamers told Justice of the Peace Diana Sullivan.

Sullivan told Irvin that by entering into those negotiations, he was giving up his right to a preliminary hearing in her court. She told him if he decided to change his mind, he couldn't come back to the lower court for a preliminary hearing.

Sullivan set Irvin's arraignment date in Clark County District Court for 1:30 p.m. July 19 on the reduced charges before Arraignment Hearing Master Melissa De La Garza.

Irvin is in the Clark County Detention Center on $126,000 bail.

Outside the courtroom, Hamers said she could not comment about the case because Irvin hasn't actually entered his guilty pleas on the reduced charges in district court.

Irvin had faced several other charges — including five counts of sexual assault — in connection with the incident, which police say happened May 15 at the Hooters hotel-casino.

According to a Metro Police arrest report, Irvin had responded to an online advertisement for a $180 sensual body rub.

A masseuse with the stage name "Isabella" told police she agreed to meet with "Mark," later identified as Irvin, at a room in the hotel.

The report said that once they were in the room, Irvin began to sexually assault Isabella. When she told him to stop, he offered her $10,000 to have sex with him, the report said.

Isabella told him she agreed, but wanted the money up front and told Irwin he would need to wear a condom, the police report said.

Irvin then told her he didn't have any condoms and would need to go downstairs to buy some, the report said. He then showed her a laminated card that had the word "Police" on it, the report said.

At that time, he told Isabella he was a vice detective and "she was in lots of trouble" and could either have sex with him or go to jail, the report said.

Isabella later told police that Irvin's demeanor was "very cop-like" and that she was afraid of being arrested, so decided to have sex with him, the report said.

Irvin exchanged text messages with her during the next couple of days and Isabella became upset about not being paid and about Irvin pretending to be a vice cop, the police report said.

Police said they found Irvin through a cell phone trace when he checked in with his parole officer.

Court records show Irvin had pleaded guilty to attempted theft, a gross misdemeanor, in 2009, had received a suspended sentence of 12 months on that charge and was on probation at the time of his last arrest.

Police said when he was arrested, he gave authorities multiple accounts of what happened with Isabella. He admitted to having sex with her, first saying it was consensual, then later than she forced him to perform a sex act on her, according to the police report.

Police said they found a laminated police ID card on him and found several photos on his cell phone of him in various police uniforms and one of a police ID card saying he was a "special agent."
