Governor to veto bill requiring state offices be closed on Friday

CARSON CITY – Gov. Jim Gibbons is going to veto a bill that would require state workers to put in 10-hour days and for state offices to be closed on Friday.
Daniel Burns, communications director for Gibbons, said the governor wants to give directors of agencies the flexibility to decide their hours and whether their offices should be closed one day a week.
Burns said Senate Bill 3 created difficulty and confusion, but he said 85 percent of state workers surveyed favored four 10-hour days each week.
This will be the governor’s first veto of the special session. The bill passed the Senate 19-2 and the Assembly 41-1.
The bill authorized school districts to require employees to take unpaid furlough leave unless the requirement would conflict with collective bargaining.
In 2009, the Legislature passed a bill to require state workers to take a one-day-a-month furlough, or a pay cut of 4.6 percent. A study showed the law wasn't being applied evenly, with some workers escaping both the furlough and the pay reduction.
The bill maintained the requirement for a one-day furlough or a 4.6 percent pay reduction.

If the rest of us can work 5 days a week so can government workers. I also hope that they don't give them a 2 hour lunch break!!!
because working 40 hours over 4 days (10 hours a day) is less than working 40 hours over 5 days (8 hours a day)

This Govenor believe he is a Dictator this bill passed the assembly 41- to 1 and the senate 19-2. 60 vote from those elected to the legislature to represent the people of Nevada and Governor Clueless thinks he knows better.
If he had the knowledge power and constitutional powers to make this decision why did he waste 50K per day on the special session only to veto the work of the legislature Let's hope we can survive nine more months with him leading the state.
The lie above is in the wording, 85% of state workers picked four 10 hour days because they were given the question which do you prefer? 1) Four 10 hour days, 2) Unpaid holidays 3)A 6.5% pay cut. If we would have had 4) None of the above that would have won by 95%.

Why doesn't he commute the sentences of illegals in state prison with less than 2 years to serve and turn them over to the Feds.

the governor of Nevada is a waste. Let's save some money and fire him. There will be 100% savings from a person who doesn't do anything.
How do you save money with 4 day, ten hour shifts? That is 40 hours, the same as 5 days, 8 hour shifts. You still use the electricity in the buildings for 40 hours. Why is that so hard to understand?
I think he vetoed the bill because someone explained to him that 40 hours equals 40 hours no matter how you slice it up.

I think people are having a hard time reading the story.
I help.
1) The workers want to go a 4 day 40 hour week.
2) The leglisative branch passed a law REQUIRING workers work a 4 day 40 hour work weeks in ALL state agencies.
3) The governor wants each agency to decide where and who should work 4 day 40 hour work weeks.
4) The governor vetoed the bill because he did not want to force all agencies to the 4 day 40 hour week.
Result: Most state workers will probably move to a 4 day 40 hour work week but not all.

Here's the rationale:
1) The building uses the heat and air four days, not five; taadaa: a minor savings from running heat and air for maybe 34 hours and not 37; there's a lag time with these puppies so every day you fire 'em up, you lose a little in firing up; at the end of the period of use you can shut 'em down a little before the crowd leaves and let 'em slowly move toward ambient.
2) Cleanin the place up after a jillion slobby Nevadans trash the joint. Four time a week is less than 5. Taadaa: twenty percent savings, max. Fudge factor is more trash per day. Actual savings to tiny budget item = ~8%
Forty hours would work if this were Utah or South Dakota or actually anywhere else (!) and people had a bit different attitude towards those folks trying to keep the place running, as opposed to the view most Nevadans hold - a demonstrated sense of entitlement to all services imaginable at no cost to them (let the miners and walmart and swindling casinos pay the tab!)
The culture here says 'Taking is what it's all about; play, take, waste. It's a folly; nothing really matters, not you, not your dreams or talents or anything else. Make money, spend money. Die.'
When decency and motivation to develop humanity (including one's own moment) have no value, we are stuck. Look at Gibby. Look around at this wasteland of wanton greed plagued by corruption at every level of govt, education, political power, services, etc. The absence of core value is the problem, not which days the servants get to do laundry and see gramma.
I can't believe people do not understand 4 day savings.
Also, With the real estate crash, government buildings could be sold and cheap 10 year leases could be obtained on vacant commercial buildings.

Also this does not save the State any money as AIREWEARE claims, as most State buildings are not owned by the State but leased, ever heard of a management company reducing your rent, which includes utilities, cleaning, snowremoval and more, just because you are not in a building for one day a week?
There is no savings in 40 hour work weeks vs 40 hours work weeks.
What's wrong with a 20% reduction in the workforce, across the board, leaving only public service employees exempt?

If most public buildings are leased, not owned, then why was there serious discussion in this last special session about SELLING the State buildings and leasing them back (basically mortgaging them), so that the state could get some cash to balance the budget? If the public buildings are leased, why have the Bridger Building and old Clark Co. Courthouse sat empty for the past 5 or so years? No management company is going to let their property just sit there with no tenants for that long!
Since lfaudit knows who owns what, please enlighten us: which buildings does the State own, and which does it rent? Be specific.

This is a good start- but what about adding all of the people who are there for non-violent crimes, and those who are still there, having been given 20 years for possesion of ONE joint (et alia)?

You are obviously ignorant. Nevadans are some of the hardest hit by the recession in the country. The State is one of the biggest employers in Nevada, if not the biggest. State workers are also residents and consumers in the state...how exactly will pay cuts to state workers help the overall economy in Nevada? I work for the state, and I work hard for less money than I could make hte private sector...your comments are rude and insulting.
I can't believe people really are testy about 4-10's vs 5-8's. My gosh, you still have a job, who really cares if its 10hr days or 8 hr days? gas savings 4 days a month.shopping day, spend money,less leave used, 3 days a week off(more family time). good grief, look at some of the positives.
First, the survey reported and stated wasn't relayed proberly - The choices given State workers was either4x10, a 10hr furlough per month, or 5.6% paycut. Answer, of those three was the 4x10 option.
Second, those that want 4x10 do have certain flex schedules within State gov. and have taken same.
Third, cost savings is ONLY if State owns the building, but there is MORE cost to those with children in day care, or other programs not to mention certain travel increase which is NOT SAFE for others on the roads by adding 1-3 hrs of travel, making a total (no prep time) of 12 - 16hr days with tempers short for those with children when they MUST be somewhere before a program closes.
After putting in 8 hrs what the heck is another 2? I would give anything to have 3 days a week off - and would much rather stay 10 hrs than 8 and get the week over in 4 days instead of 5. You would think working parents would enjoy it too - less time they have to shove their kid into daycare or at a babysitters... some people truly can't see the forest thru the trees....
If this governor had an ouce of brain he would realize that keeping everyone working the same schedule would mean quite a savings in utilities. Rather he wants to cool and heat offices for 5 days a week, create a public relations mess with the public having to find out what offices are open on what days and generally cause MORE upheaval, which he is edept at doing.
Who voted for this marmot?
