Gibbons signs two bills during special session

CARSON CITY – Gov. Jim Gibbons has signed a bill to sweep $197 million from reserve accounts in various state agencies to help fill an $887 million deficit. It's one of two bills he's signed during this special session.

Assembly Bill 3 siphons $12.6 million from university scholarships, including the Millennium Scholarship. The bill strips $8.9 million from the radioactive material disposal fund under the state Health Division.

The bill takes $850,000 from the program for prevention and treatment of problem gamblers. It would still leave $992,082 in the coffers.

The motorcycle safety program will lose $126,647 of $406,472 that was budgeted. The bicycle safety program will lose $46,611 of $197,624.

The bill strips $6.9 million from various state construction projects and $4 million has been taken from the disaster relief account under the Legislative Counsel Bureau.

The governor also approved legislation to require employers with 50 or more workers to make electronic transfers of money to the state collected from workers for child support.

The state Division of Welfare and Supportive Services proposed Assembly Bill 1 to get major employers to use electronic transfers of the child support money collected from workers.

The division says it now has eight workers processing the mailed-in checks for child support payments, but it has only one employee handling the electronic transfers.

The bill will affect about 250 employers who are now submitting paper checks.
