Thousands of prostitutes are arrested in Clark County every year. Their mug shots flip past like school portraits from the Mean Streets Academy, a few smiles but more slack stares, asleep with eyes open.
They’re criminals, but they’re also victims because, vice detectives will tell you, behind every prostitute is a pimp. These relationships are by nature coercive, and these coercions are often cemented with violence. Women who try to secrete their own earnings, who try to leave, who violate some rule of the game, are broken with beatings. Detectives sometimes catch prostitutes like this, injured but hustling, afraid to get help.
In February, when news broke about Metro’s plan to arrest the county’s most prolific prostitutes, the department was alternately extolled and attacked. Some people called for sex worker roundups, others said Metro was wasting money, and many people questioned whether it was fair for media outlets to publish mug shots of prolific prostitutes.
Meanwhile, vice Lt. Karen Hughes kept quiet. To her, the complaints sounded like squealing over mice in a lions den.
Hughes and her detectives have been on to bigger game for months. They are far more interested in arresting pimps than prostitutes. In fact, Metro’s entire vice section has been reorganized to focus on pimps: Detectives have been reassigned, investigative teams have been formed and alleged pimps are being arrested, one by one.
This is a sea change for Metro, a step forward that forces a look back. By focusing on pimps, the department tacitly acknowledges that previous priorities were out of order, that the days of catch-and-release prostitution arrests were, while plentiful, not getting close enough to the root of the problem. Yes, Metro detectives have arrested pimps before. The difference is now they’re hunting them.
But these are complicated cases. Some take months of investigation, weeks spent penetrating an underworld, convincing inhabitants you jailed yesterday to trust you today, persuading prostitutes to turn on the pimps who got into their heads first, who already sold them on selling themselves.
This is part of pandering’s perverse genius: The girls get put behind bars over and over again, before anyone can trace them back to the source.

PIT, as police call the team of detectives, was formed last summer, and since then the detectives have identified and investigated more than 50 alleged pimps, believed to be among the valley’s most violent. And this group of 50 is not exhaustive. Vice detectives have actually arrested more than 130 people for pandering since 2008, at least 80 of whom they allege are pimps.
The people on the PIT list are just getting special attention from detectives who consider them the worst of a lousy crowd.
To do this job, PIT detectives are usually undercover. They work all hours, using every tool they have: interviews, surveillance, search warrants. When they meet to strategize, it’s in a small room in an undisclosed location around a white board they take over with tactical scribbles.
There are three main felony crimes directly aimed at pimping: Living off the earnings of a prostitute, furnishing transportation to a prostitute and pandering.
Of the three, however, it’s pandering that usually survives the legal wrangling between arrest and sentencing. Defined as a person who “induces, persuades, encourages, inveigles, entices or compels a person to become a prostitute or to continue to engage in prostitution,” pandering is broad enough to envelop a world of behaviors, and this is what makes it stick.
Of course, this is also what makes it hard to prove.
So Lt. Hughes requires the PIT detectives to pile up a mountain of evidence that will avalanche anyone who tries to knock it down. So much of prostitution is private, and what happens behind closed doors is open season for the high-priced defense attorneys pimps can afford.
In the past, this has meant that detectives had to persuade prostitutes to testify against their pimps. In fact, prosecutors have been loath to proceed without that testimony — even though prostitutes are often horrible witnesses. They’re criminals, for starters, so defense attorneys can eviscerate their credibility — if they testify.
Many are too scared. Others want to protect the pimp they love and have children with. All of them are difficult to keep track of. They’re marginalized and, because of that, nomadic. Or they’re ashamed and hiding. Or they’re back on the streets, not sure how to do anything besides work for someone else.
Clark County Assistant District Attorney Theresa Lowry, who specializes in juvenile cases, tells junior attorneys they should plan for prostitute witnesses to recant, to crumble on the stand. This is another part of pandering’s perverse genius — the dynamic between pimps and prostitutes is so deeply manipulative that prosecutors, not confident they can count on key witnesses, will sometimes plea bargain pimps’ cases down to blips on a criminal record.
So here’s another sign that things are shifting at Metro: PIT detectives are submitting pandering cases to the district attorney with enough evidence to eliminate prostitute witnesses, and those cases are being successfully prosecuted.

Kristen had a nightly quota: $1,200. She worked the Strip six days a week, Tuesday through Sunday. Her best night was $15,000. When she handed it over the next morning, her pimp shrugged. Or maybe he smiled. She couldn’t see that well — he wouldn’t buy her glasses. She was 19.
“He found your complexes and he would use them against you. He found your weaknesses. He told me, ‘We’re your family.’ ”
Pimps acquire prostitutes systematically. There is strategy involved. It takes cunning to persuade a woman to not only become a prostitute but to hand over all the money she makes.
Finding vulnerable women is part of it. But so is being an expert juggler, playing women off each other and themselves, and doing it carefully enough so the prostitution starts to seem natural, and the rest of the world, a mirage.

Kristen was first approached by a woman who said her guy friend could help Kristen make money. She called, and he took her out to dinner. He drove a nice car. He wore big jewelry. He told her he could manage her money, that she wouldn’t need to sleep with anybody, that this was temporary, that they could retire together. He brought her back to one of his houses. He gave her a bedroom, a hug, a kiss. He quickly became her first boyfriend.
Two days later, with $1,240 in her purse, she walked out of a hotel room laughing.
Within a month, the beatings began. Once, he hit her so hard her eardrum burst. Another time, he made her stand for three days straight, she said. Once he held a pillow over her face, waited until she felt too faint to fight, then stopped to shove a gun in her mouth. When she realized it was just his fingers, that his gun was still in his pocket, she went numb and he said, “You really thought I would do that to you?”
Telling this story in a quiet corner of an expensive restaurant makes Kristen seize up and cry into her chocolate cake, just in time for a waiter to float up and froth, “How’s dessert?”
She shifts gears instantly, pretending with race car precision that nothing is wrong and chirps, “It’s fantastic!” Her hollow enthusiasm echoes with ache.

A jury deliberated for 52 minutes before convicting David Smith of pandering in November. Smith, while behind bars on different charges, was caught instructing a prostitute who worked for him to turn tricks on Boulder Highway so he could use the money to pay his attorney. His lawyers argued that since Smith never came out and directly told the prostitute “I want you to have sex for money,” it was impossible to know what he wanted. He could have been telling her to panhandle, defense attorneys said, or considering his history of drug arrests, telling her to sell drugs. But even Smith’s grandmother, when interviewed by PIT detectives, said he had been pimping different women for years.
Other PIT targets, such as Anthony Smith (no relation to David), are pleading guilty out of the gate. This second Smith beat a prostitute so badly with a baseball bat that she called police, who tipped off PIT detectives, who persuaded her to talk. Police served a search warrant on one of Smith’s two houses and walked out with roughly $64,000 in cash and $40,000 in jewelry.
There are more PIT cases working their way through the courts now, and though Lt. Hughes won’t comment on them, she does say criminal charges are only half the story. It’s the civil cases — asset forfeiture — that may be her most powerful tool.
Acquisition, not just of women, but of cars, jewelry goods and cash, is the motivation for pandering — more women, more money, more control. Metro vice detectives, and a growing number of agencies across the country, are now trying to cripple pimps by taking their toys. Anything purchased with the proceeds of criminal activity, or used in the commission of a crime, is up for grabs.
PIT detectives have seized hundreds of thousands of dollars in merchandise and money. But this is more than petty punishment. The emphasis on asset forfeiture is an indication of how weak criminal sentences can be. The maximum penalty for a pimp convicted of pandering an adult prostitute with force is five years. Pandering without force draws a maximum sentence of four years. To really put a pimp away, to make all that detective work worth it, PIT must bolster pandering cases with charges for crimes that coincide: Kidnapping, sexual assault, battery, the conspiracy to these crimes, and others.
Vice detectives are thrilled whenever a pimp is sentenced to 48 months behind bars for pandering.

PIT was formed, in part, because of an upswing in pimp violence last year. It got so bad that prostitutes were actually coming to Metro for help, which was otherwise unheard of. Nobody can say exactly where the violence came from, but there are theories. Other criminals are getting into pimping because it’s easier to get away with. Drug dealers and gang members are bringing their own style of street enforcement into a world historically run by men who pride themselves on savvy psychological control before brute force.
Or it’s the economy. Fewer clients with money to spend means more pressure on prostitutes, who must be persuaded to work harder to make their quotas.
Or maybe it’s because a police department approaching prostitution a little differently will, in return, be approached a little differently too.
If we don’t know the cause, we do know at least one effect: Kristen got out of the game. When vice detectives arrested her for the last time a few months ago, she had just been beaten by her pimp, who also shaved her head as punishment for getting drunk while working. When she slipped and solicited a detective, she decided her pimp would kill her either way — for getting arrested, or for turning him in. She gave in and told PIT detectives everything.
“I felt that throughout all the beatings, I kept a part of myself,” she said. “Because of that, I could leave. But the next girl can’t. None of them can. You get to a point of no return, and you give up.”
Her pimp confessed to pandering four different women, and Hughes has no intention of making Kristen, now 20, testify.
She’s in college now, anyway. You’ll walk past her at the mall and never know it.

Metro Police investigated 15 homicides by this time last year. So far in 2009, police say that number is already up to 28 deaths. That's an 87-percent increase.
How about metro going after real crimanals? How about gang members, metro's coming for you. How about Convieniance store robbers, metro's coming for you. How about murderers, metro's coming for you. How about pediphiles, metro's coming for you.

Without johns there would be no pimps or prostitutes. The johns are victimizing these women just as bad as the pimps, by exploiting, beating, raping, and sometimes killing them. Then they go home to their wives and kids who have no idea. Where are the most notorious johns? There are a lot of independent hookers out there who have never had a pimp and they are not going to go away. I think they should just legalize it here. Street prostitution would probably die off for the most part. They've used the same method of taking away stuff from drug dealers for years yet the drugs are still here so I doubt if this works. There are gang units all across America yet the memberships are steadily going up. Hell, they even have television shows glorifying them now. These special task forces do nothing. I'm sure these "victims" know before they get with a pimp that he's a pimp, they are not that naive. How many of them actively sought out someone to pimp them? How many will get back with him when he gets out or find another pimp? This is a total waste of taxpayer money.
For those of you who are under the impression that women wake up one day and just decide to become prostitutes, open your eyes and smell the coffee.Many of them do not know these men are pimps until it's to late.Usually it becomes clear only after they have been removed from thier support system, cut off from thier families and friends that they realize how dire thier situation is....why do you think so many girls that do this are from wisconson, washington, buffalo. This is an environment of abuse and manipulation many of these women are tricked into. Beaten with bats, eardrums busted from beatings, broken to a point where thier own selfworth is in question. Now you want to talk about real criminals, NEWSFLASH, a large percentage of the pimps in Las Vegas are "Gangsters" and not just homegrown, but from Oakland where girls are killed on a regular basis for something as small as not giving a pimp all of her money. There are 2 reason "Gangsters" are getting into pimping, the money, and if they are caught punishments aren't as harsh as drug convictions. Yet they are just as violent as they were when they were pitching drugs, or committing drive bys in impoverished neighborhoods.

Arresting such non-violent individuals' would further strain our criminal justice system, essentially taking productive service members of society and turning them into tax burdens upon it.
If society taxes such activities, don't we all become pimps?
Aren't the tax-mongers the real hustlers' of manipulation that brutalize our living standards that result in such pandering social behaviors to begin with?
I say leave the pimps alone or reduce law enforcement funding to the point to where these nonproductive social behavior modification adventures are never a priority.
For those of you thinking about using the "legalize it and tax it" method let me ask some questions;
1. Is there a test like a contractor has to take?
2. Do they have to register with the Sec of State?
3. Do they need to be bonded? (not bondage)
4. Do they need workers comp?
5. Can they hire subs? (multiple partners)
The real world is more complicated than make believe land.
By the way, if the above has to be satisfied there will still be unlicensed hookers who will under cut the "legitimate" hookers. Just like their will always be unlicensed contractors.
Yes, great article. Now that we are headed in the right direction, let's go for the REAL root of the problem. As I have said before, the city officials are just as guilty as anyone else here. They turn a blind eye to the countless billboards and billboard style trucks cruising the strip advertising "GIRLS TO YOUR ROOM". I would challenge any reader, do your own investigation. $300 for ONE 20min DANCE in your hotel room, who is kidding who here?? And another question, what government official ok'd the endless supply of "paperbox" bins advertising these girls through out the area? If this is not enough, what about all the non-english speaking guys on every street corner, harassing every tourist with the girl's business cards? Don't tell me, city officials are unaware of this..! Then there is the best one of all, the phrase "What happens in Vegas, stays in Vegas". This is a ad campaign for tourism, sponsored by the local government. Just what is being implied here, a clandescent trip to Cinderella' castle. Give me a break..!
Yes I agree, the street level pimps are cruel and dangerous. But they are only the tip of the iceburg, leaving the equally guilty in their plush offices. Of course, there is also the poor mis-guided Metro Police. They use their "Storm Trooper Tactics, going after the very lowest level of criminals. How about some REAL investigative police work, instead of covering the backsides of government officials. The current arrests and mugshot postings, only provides the smoke screen that all is well.
It's remenisant of the panty raids conducted by college fraternities, mischievous at very best.
In closing, I make these challenges. To the readers, again "do your own investigations". To the tourist, take a GOOD look around, next time you're in town. What are the government officials REALLY selling, while hiding behind disassociation..? In my opinion, they are very guilty of pandering and living off the atmosphere created by the sex industry. If you agree, stand up and be heard. If you want to kill the snake, cut off it's head. The local government officials should have their mugshots posted, exposed as criminals under the letter of the law.

I work strip property security and deal with these ladies nightly. Most seem fairly amused by what they do while others are even guilty of recruiting new women to the "industry", along with the pimps.

I am one of the men whos faces have been posted on the front page of the Las Vegas Sun. My name is Ronald McZeal. I was surprised to see my picture, name and charges in todays newspaper. I decided to call Abigail Goldman to discuss with her what occured the night of my arrest and to try to clear my name. Ms. Goldman explained to me the best way to do this was to post a comment on the internet.
I would like to first start off by explaining what happened the night of arrest. It was close to 11 o'clock in the afternoon and i received a phone call from a friend who was indeed a prostitute. I had known this young lady for a couple of months. I had met her in the strip club. During the two minute conversation she had asked me to come pick her up from the Planet Hollywood Casino. I said sure and hopped in my car. Thinking only of getting "lucky" that night, I did not pay attention to the urgency in her voice. As i pulled into the valet, I was surrounded by the Metro Police, asked to exit my vehicle and placed in handcuffs. On my way to jail I learned that the police were doing a sting at the casino and the young lady I came to pick up, had told the detectives that I was her pimp.
Because of my clean record, and not having any kind of dealings with pimps or prostitutes, I was let out of jail on an O.R. (own recoginance)
I learned also that when a prostitute gets caught by the police, the police often give the girls a choice of going to jail, or calling their pimp and getting them set up to go to jail. I guess this young lady decided to call me instead of calling her pimp, keeping herself and him out of jail.
You may ask "why did u plead guilty then?"
The reason for that is because I did not have any money for a lawyer and I basically knew I would get a slap on the wrist.(probation)
I wanted to let people know that I am not a bad guy. I dont prey on women whatsoever. I have a little girl myself and I just could never do anything that disrespectful t a woman.
I also wanted to say that I am not upset at Abigail Goldman. She was doing her job. Maybe it was a halfass job, but she probably didnt know better. I would just suggest to her to maybe do a little more follow thru with her information she receives.

Sounds to me like your missing the point......nobody starts out wanting to be a prostitute, how do they end up there is the question? I think you are on the outside looking in Mr. Security guard. I would like to see how you would handle being beat with a baseball bat, and forced to sell yourself. I think whoever the guys on this PIT team are should be commended, who are they, it sounds like something made for Hollywood. Hundreds of thousands in a few months...you have to be kidding me. I want to know more about PIT...sounds cool to me. Whens the next story about them coming out?
first off i wonder why metro stepped their game up all the sudden. and bettering this city should be first priority and pimps bring las vegas down tremendously. i think the pimps should be hit hard just like they are. but wut do u expect froom a city built off of crime. but im sure things can change.

They must either enjoy their pimps or have absolutely nowhere else to go. A lot of people would assume the latter, but my "investigation" of strippers tells me they don't want anything but my money.
I do think it is more noble, however, to go after the pimps who profit off of these bimbos, but I am utterly amazed that so many guys would pay so much for sex. I'd rather just do without.

We all make choices in our lives. The women have the ability to make choices about their bodies. I grew up very poor and yet I went to college and made relatively good choices. These women are not victims of their pimps, they are quitters. They give up on working up the ladder in favor of instant money. Just like gamblers, they take a big chance of losing every night. Hookers are no more victims then gang-bangers, or drug dealers.
They all make a choice every day to be what they are and have the life they choose. I know people that work three jobs to keep clothes on their children's backs and they do not resort to hitting the mattress to make the money. Pimps and Johns are just a byproduct of the industry that women have allowed themselves to create. They stay with men that hit them, they have give their bodies over freely to men for money. Without the women there is no crime.

Believing this to be true, the fact still remains unanswered. With all the manhours used by the Metro Police, planning,executing and following up on their panty raids, there is more then enough money for that court battle. In any other city, the Sheriff and Metro Chief would be answering to public spending hearings. However, this is not my point. It is the lilly while government official that I'm after, let's start at the top. They have been hiding out long enough..!!!

Normal, unless he intended to pay, but that isn't getting lucky. She was probably really hot and he thought she was used to creeps and that she would fall in love with him, and quit the industry.
In the long run, I imagine he was lucky to rid himself of what could have been a total nightmare dealing with her arrests, drug problems, and not to mention her pimp. That arrest may have been a blessing, but as you say for all we know he could be a pimp, but you have no choice but to take someone at their word here.

I want to know who this PIT squad is.....they sound cool as hell. Why hasn't metro done this before.....who are the detectives....how do they get so close without being noticed. Your temper will be your down fall, don't play into this. If you are telling the truth, change your plea to not guilty. It's up to the head of the panty raid, to prove the charges against you. I knew someone else, who had something similar happen to him. But in his case, he did NOT know that she was prostituting. In your case, well, there is no law against being stupid. Once you are assigned a court date, try talking to the district attorney. If that does not work, get a public defender and ask for a jury trial. I say all this, based on the facts you gave here. However, god help you if you have misrepresented a single fact. Criminals are generally liers, it's up to you to show that you are not one of them.

My hat goes off to the PIT Squad. Big ups to the men and women that have made it possible. For those of you who believe these police resources should be focused on other crimes, let not your heart be troubled. To say that these pimps are no more than just another facet of a victimless crime is a hollow thought. Okay, some of you people are truly ill. I cannot believe that you have the nerve to think that legalizing prostitution would solve the problems that we have in our society. That's like saying that we should make it legal for people to drink and drive and then that way we won't have to worry about DUI's anymore. My own sister hooks-I think lately out off Tonopah Highway, shes been at it for years. I live in Idaho,when I come to Vegas, if I'm lucky, she's in the jail tower for drugs, hooking, etc.She usually gets religion if she's in for more than a month, so that our mother will keep her account full of money. She is 38, lived in Vegas her whole life and has never had a real job;she has hobbled my parents in their retirement with her behavior and offspring, spawned by her evil pusher-pimp boyfriends. Her lifestyle has been entirely of her own choice; 8 years ago her and hubby #4 and her two small boys moved up to Caldwell[near Boise] for a 'fresh start'. Within six months she had passed so many bad checks[its easy to do up here, the people are trusting] that she was given a two year sentence in the graybar motel. She was paroled after about 14 months, providing she go back to Vegas.I wish the Metro Cops would bag her pimp that keeps getting her out of jail.
