NLV Council accepts city manager’s resignation
City will pay Gregory Rose $337,000 as part of severance package

The North Las Vegas City Council voted on Wednesday to accept City Manager Gregory Rose’s resignation and approved a $337,000 severance package.
The council approved the deal 4-1, with Mayor Shari Buck casting the dissenting vote.
Buck stated during the meeting that she could not support the expenditure “without any good reasons,” city spokeswoman Brenda Fischer said.
Fischer said she could not comment on the reasons behind Rose’s resignation. He has been on executive leave and vacation since Nov. 18, she said.
Rose could not immediately be reached for comment.
According to the severance agreement approved by the council, Rose will receive one year’s salary of $202,059 plus another $135,129 in accrued annual leave, holiday pay and sick pay.
He will also receive the full cost of premiums for health, dental and vision insurance for him and his family for one year. His resignation is effective Dec. 22.
In exchange, Rose agreed to release any claims he may have against the city relating to his employment.
Maryann Ustick, the assistant city manager over development, is serving as acting city manager. The council named her to the position for an indefinite period, Fischer said.
The council has not yet discussed how it will go about filling the position permanently, she said.
Rose has been with the city since February 2001, when he was named assistant city manager over development. He became acting city manager on July 25, 2003, and was named to the post permanently on Oct. 1, 2003.
In June, the council extended Rose’s contract — which had been set to expire in 2011 — through 2013. At the time, Rose acknowledged rumors that he was planning on leaving but said they were not true.
“I have no intention of leaving. I’m very happy here,” he said. “But by no means will I ever stay somewhere that I do not believe I am valued.”

Gregory Rose's days as NLV City Manager have been numbered since the last municipal election. Both William Robinson and his sidekick Robert Eliason had their daggers out for Mr Rose, and it is sad to see them get their wish. Now Mayor Shari Buck will have an even more difficult time trying to govern the City through difficult times. Mr. Rose had an oversize ego and treated most City employees with utter contempt, but he did a pretty good job keeping everyone in line - including the Council. He was doing their dirty work for them and now he has fallen victim to their politics.
The big issue here is WHY did they fire Mr. Rose at this time. If they are paying the guy $337,000 to leave then the taxpayers deserve to know WHY! NLV has never been known for the transparency of its political dealings, but we need to know why the Council is willing to spend this money at a time of dimishing budgets and possible layoffs. It is disgraceful that nobody wants to tell the truth about the matter.
Also, Mayor Buck has ordered an internal audit of the "More Cops" coding error scandal that is partially to blame for bringing an end to Mr. Rose's tenure. We need to be sure that the audit is completed and announced publicly. And while we're at it - how about the audit that Mr. Rose was conducting for the now defunct NLV Housing Authority? It's been over a year since that audit was announced, and Councilman Robinson and Councilman Eliason have yet to be held accountable for that fiasco! We need some good investigators to shine the light on NLV.
Who the heck writes these cushy contracts for city employees? I would love a job that if I were to "resign" (quit) I not only got a years salary but also my associated accrued benefits. How the counsel approved this expenditure is beyond asinine and that they wont give a valid reason is morally reprehensible.
NLV govt. is a sinkhole of corruption, and the citizens pay the highest property tax rates in the whole valley to support it. How about getting rid of NLV altogether, and merging it with the city?
Well, this officially marks the end of the Shari Buck era in North Las Vegas. This will be the first of many 4-1 votes, with the Mayor casting the dissenting vote.
The current Mayor is the one who essentially spearheaded the initiative for Mr. Rose to write his own contract, complete with "platinum parachute." If I were an investigator, I would start digging into what she knew and when with the More Cops thing, along with what the former Mayor knew.
We need more transparency in NLV. I know that Councilwoman Wood and Councilman Cherchio support it. I know the Mayor does not. She opposes broadcasting their proceedings on local TV.
It's time to disincorporate NLV -- it's an unnecessary and costly bureacracy that serves primarily to further the interests ($$$) of a small group of councilmen & their cronies. We don't need it, or them.
Wow, in this economy where people have no jobs and losing their homes the people of North Las Vegas has to pay-off a government official to get him to leave. One more example of irresponsible leadership. I say vote them all out when you get the opportunity! The longer they stay there the more corrupt it gets.
