This map shows the average change in tax appraisal value between the close of rolls for fiscal 2009-10 and the previous year for single family homes in the valley, by ZIP code. It doesn't necessarily mean lower taxes for homeowners in the coming fiscal year, though. Many of the drops erase value gains made while homes were protected by the property tax cap implemented in 2005.

Evidence of Government corruption?
LOL
In the past 12 years property taxes in 89031 have increased over 222% (an annual increase of +18.5%), these same property values have declined 36% in the past 12 months while being taxed MORE!
Property owners should be outraged at such theft!
