Mixed-use center proposed for St. Rose Parkway

Local developers have proposed a residential and retail project on St. Rose Parkway that would be similar to The District at Green Valley Ranch.
The project, called South Quarter, would resemble the ornate neo-classical French Quarter district of New Orleans.
The 3.6 million-square-foot mixed-use development would consist of 15 buildings, including condominiums, an office building, movie theater and bowling alley. It also would have two hotels with a total of 259 rooms.
The project is on 38 acres at St. Rose between Spencer and Jeffreys Streets, east of Las Vegas Boulevard and west of Eastern Avenue.
It would be built in five phases tentatively planned to open in late 2010, said Phillip Nourafchan, one of the managers of the project for land owner R&S St. Rose LLC.
The company is moving forward with design and leasing but because of the current financial market, there is no specific construction schedule, Nourafchan said.
The project needs approval from the county Zoning Commission, which is scheduled to hear the proposal on Nov. 19.
Plans submitted to Clark County show a total of 826 condo units that will be built above retail space in three- and four-story buildings. The plans call for 169,860 square feet of retail space; 82,634 square feet of restaurant space; a 29,506-square-foot bowling alley with an 11,384-square-foot entertainment area; and a nine screen, 44,622-square-foot movie theater.
The project features two entrances along Spencer, with an entrance on St. Rose and two entrances on Dave Street. The plans also show a pedestrian trail along the public streets and on each side of the internal drives. These trails connect the buildings to open space plaza areas with gardens and water features. A total of 396,637 square feet of passive and interactive open space is provided.
The builder has agreed to design and construct a trail corridor along St. Rose to connect with Henderson's walking trail system.
R&S Investment Group owns R&S St. Rose LLC and is partnering with St. Rose Place LLC to build the project. R&S Investment Group has offices in Spring Valley.
