Rep. Charles Rangel, D N.Y., chairman of the House Ways and Means Committee, introduced his long-awaited tax reform proposal last week. Taxpayers beware! H. L. Mencken once wrote, "Reform was mainly only a conspiracy of prehensile charlatans to mulct taxpayers."
