Congress Passes Head Start Bill

HEAD START UPDATE: Congress on Wednesday passed and sent to President Bush a five-year Head Start bill that opens up the popular preschool program to more children while taking steps to see that it is well-run and that its teachers are better qualified.
READY FOR LAW: Bush, while unhappy with several aspects of the bill, is expected to sign it.
DETAILS: The bill approves $7.35 billion for 2008, including funds to add 8,000 toddlers to the Early Head Start program for children under age 3.
