StumbleLetter: What exactly does Gates’ job entail now?

Let me see if I can get this straight.
A few months ago the commander in chief - President Bush - appointed Robert Gates from Texas to replace Donald Rumsfeld as defense secretary.
Now the president, the "Decider," is appointing a "war czar," who also will report to him.
Does that mean that the post of defense secretary is irrelevant?
This is puzzling.
