Let's put "surge of troops" in Las Vegas terms: doubling up on your bet in the desperate hope of recouping your losses. Only Bush is not gambling with his oil money, he's gambling with our kids' lives!
It's all about saving face - saving the faces of the war-game players who have never been in harm's way!
