Letter: Leave tuition to private schools

I am a concerned grandmother of an up-and-coming kindergartner.
Regarding all-day kindergarten, may I ask how schools can request parents pay tuition to a public school? Doesn't that, in effect, make a public school a private school where tuition is paid?
I don't understand how you can discriminate against parents that cannot afford to pay a whopping $300 a month to go to public schools. Public schools are just that - public - and anyone should be able to attend.
