Mark Fine has developed Green Valley and Summerlin, so what the heck is a master planner doing downtown? Not much yet. But Fine has invested tens of millions in downtown properties, including a parcel near the 61 acres. On that 4.5 acres, Fine isn't sure what he will do - several plans have surfaced since he bought it in 2003. And he's not certain what he will develop on a parcel four times that size at Alta and Martin Luther King. Fine said he believes a World Market Center-type project might work there. Amazing for a man who once ran against Oscar Goodman and implied His Honor was the wrong man to develop downtown. Now the mayor may make Fine much richer.
