Letter: Use of escrow could solve rent dispute

Regarding the Sun's June 7 story, "New code could come to rescue of ignored tenants":

One possible approach, when a tenant has complained of a significant problem that remains uncorrected as of a rent-payment date, would be to deposit the rent into an escrow account, controlled by the local government in Henderson. The landlord would be notified of the deposit, "reminded" of the tenant's complaint and required to credit the tenant with timely payment.

If the landlord were willing and able to correct the problem to the tenant's satisfaction, he could do so; the tenant could then approve release of the rent to landlord. If landlord and tenant were unable to agree, some governmental agency might need to become involved; perhaps leading to a rent reduction or the unit being declared "uninhabitable."
