Letter: Not enough done to protect drivers

My sister just moved here from Florida. She is a widow. She owns a home in Las Vegas and currently has a Florida driver's license.
Upon attempting to obtain her Nevada driver's license, she was told that she would need her Social Security number, her husband's death certificate and her birth certificate among other documents to simply get a Nevada license.
I can understand the increased security measures being taken as a result of the terrorist threat and the 9/11 disaster. What I cannot understand is why such a high percentage of Nevada drivers do not have a valid license and are without insurance. Am I missing something?
Yes, a terrorist in our midst can do a lot of damage, but so can a drunk, drug-impaired, unlicensed driver without insurance. It only takes one fatal accident to ruin someone's entire day. Tell me, who is the real terrorist?
