WASHINGTON -- The United States is actively considering lodging a formal complaint with the World Trade Organization over rampant Chinese counterfeiting of copyrighted American products.
U.S. Trade Representative Rob Portman said in an interview Monday with USA TODAY that government lawyers were collecting data needed to support a WTO filing.
"We are looking at a case. ... If we have a strong case, and if we don't see the progress that we've asked for, we won't hesitate to move forward," he added.
