Once an anointment victim ... Former Clark County GOP Chairman Brian Scroggins announced this week he wants to be secretary of state. Scroggins has run for office before -- briefly, that is. In 2002, he coveted a state Senate seat but bowed out in the face of juggernaut Richard Bunker, a high-profile gaming lobbyist. Whoops. Bunker lost to Dennis Nolan. Now Scroggins is back at it and is competing in a multi-way primary that he has a real shot to win. But this time the anointment is taking place on the other side. The role of Brian Scroggins is being played by Democrat Kate Marshall. She was running, but then Ross Miller, son of Bob, the former governor, got in. Now Marshall is running for treasurer.
