The Pennsylvania Gaming Control Board's new code of conduct:
What it has:
- Ban on gifts and favors given with the understanding that it will influence a board member's vote or official action
- Ban on conversation between board members and an interested party about a matter pending before the board
What it doesn't have:
- Ban on political activity and giving campaign donations by board members, employees
- Absolute ban on gifts or favors for board members, employees from interested parties
