StumbleLetter: Animal ordinance needed now

Will the people responsible at least be cited and fined for their action? Authorities know who the apartment renters were who abandoned the cat. Will they pursue them for their heartlessness and, I believe, for breaking the law? Is there enforcement in cases like this?
A strong, workable, enforceable ordinance to help alleviate the huge animal overpopulation problem is desperately needed now. Responsible animal people shouldn't find fault with that.
