Lottery investigation referred to state attorney general

CHICAGO -- The governor's executive inspector general has referred her Illinois State Lottery investigation to the state attorney general, a move that happens when she discovers wrongdoing and her recommendation for disciplinary action is ignored.

In this case, the recipients who ignored the recommendation were Gov. Rod Blagojevich and the Department of Revenue, which oversees the lottery, a source familiar with the investigation told the Associated Press on condition of anonymity Wednesday.

A Blagojevich spokeswoman denied that the referral was because Blagojevich ignored the recommendation and said it was simply standard operating procedure.
