Chancery Judge Patricia Wise heard argument Tuesday on efforts by the University of Southern Mississippi to offer the courses.
The state College Board sued the state in 2004 over whether USM's Gulf Park campus can offer a bachelor's degree in business administration in tourism with an emphasis in casino and resort management.
