Letter: Developers, casinos should pay for pipeline

I have a great idea on financing the proposed pipeline that would take ground water from northern, rural counties and deliver it to Las Vegas.
Let the Las Vegas casinos pay for it. If they can spend billions on their new hotels, they can afford this. Let the housing developers also pitch in, as they are the ones making tons of money off of the new homes they are building.
There is no way the taxpayers should have to foot the bill for them to make money. If they really want to make more money off of new housing developments and new casinos, they should readily agree to this.
