Committee OKs early version of gambling expansion

SPRINGFIELD, Ill. -- Complex negotiations over whether gambling should be allowed to expand in Illinois took a small step forward Wednesday.

A Senate committee approved legislation that would allow three new casinos: a publicly owned, land-based casino in Chicago and two riverboat casinos, one in Waukegan and another in Chicago's south suburbs. The measure would also raise limits on existing riverboats from 1,200 gamblers to 2,000.

The Executive Committee's 7-4 vote sends the bill to the Senate floor, but even supporters acknowledge the plan could change substantially before a vote is ever taken.
