The proposals

Legislators saw the first drafts of the three main proposals to curb rising property taxes. They are:
The plan would limit growth in government revenue to the amount of population growth plus the Consumer Price Index. In Clark County, that would be about 7 percent. For state-imposed taxes, it would be limited to statewide population growth, and for countywide taxes, it would be limited to each county's individual growth rate.
This bill would provide more relief to fast-growing parcels and could face a problem if challenged as unconstitutional. Legislative staff members have worked out a plan to evaluate new property by determining what it would have been worth in the previous year and adding the amount allowed under a cap.
It also would limit government revenue, though local governments would have the ability to raise their tax rates after public discussion.
