Two to testify in ticket scam case

INDIANAPOLIS -- Two Shelbyville men have agreed to testify against a former Hoosier Lottery security officer accused of orchestrating a scheme in which authorities say the three cashed in on a $1 million scratch-off lottery ticket.

Under their plea agreement, Chad R. Adkins, 28, and Daniel J. Foltz, 31, will admit to theft and testify against William C. Foreman, the former lottery official charged with telling them where to buy a winning ticket.

Foreman, 59, is charged with theft and disclosing confidential lottery information. If convicted of disclosing lottery secrets.

Under the plea deal a Marion County judge is expected to accept Tuesday, they must repay the $50,000 they split between them as the first installment of their jackpot.

Investigators say Foreman told Adkins and Foltz that a winning ticket in the lottery's "$2,000,000 Bonus Spectacular" game could be bought at a grocery store in Cross Plains of southeastern Indiana's Ripley County.
