Golf course won't host jazz festival
The North Las Vegas City Council won't be subsidizing a proposed jazz festival in 2006 at Craig Rancho Golf Course.
Michael Schivo Presents had asked the city to co-sponsor the 14th annual Las Vegas City of Lights Jazz and R&B Festival on April 21 and 22 before Schivo withdrew the proposal.
That would have cost the city $64,530, but City Manager Gregory Rose recommended the council deny the request even though it would attract people to the community from out of state. Rose contends it would have minimal economic benefit for the city and isn't open to the general public.
The promoter, who sought a five-year contract, told city officials the event would attract 5,000 people. The festival has been held in Clark County and city of Las Vegas venues, and Schivo said he will be announcing in the next two weeks where the event will be held next year.
City officials said the festival would cost North Las Vegas $28,000 from the loss of revenue at the golf course by closing it for four days. There would also be expenses for police, fire, parks and public works employees.
City officials said they would consider the proposal in the future if the city didn't have to contribute.
Incentive proposed for apartments
North Las Vegas is preparing to reimburse property taxes over the next six years to pave the way for an apartment complex that serves low-income residents.
The North Las Vegas Redevelopment Agency board denied a proposal to give city staff direction Wednesday to negotiate a development agreement with Pacificap Properties.
The company plans to build 176 apartments on a 11-acre site on Cheyenne Avenue between Bassler and Mary Dee streets. The complex will be rented to residents at or below 60 percent of the area median income.
North Las Vegas will grant $529,348 in property tax reimbursements for the $19.1 million project, two percent of the cost. That includes 75 percent of the property taxes paid between the first five years and 55 percent in the sixth year.
