City beefs up anti-terrorism plan for water system

Attackers plotting against the Henderson water system will find a much harder target after $500,000 in security improvements were approved by the City Council Tuesday.

The recently completed Water System Security Implementation Plan recommended 79 security measures at a dozen water facilities, according to city documents. Improvements include fencing, lighting, locks, motion sensors, cameras and more.

The plan is a response to a vulnerability assessment required by the Bioterrorism Act of 2002. Federal funds will go towards purchasing digital video surveillance equipment, the city said.

The security improvements were unanimously approved by the City Council as part of its consent agenda.

A Department of Homeland Security bulletin, a copy of which was obtained by the Sun, earlier this year warned that al-Qaida terrorists had discussed attacking urban water systems prior to the Sept. 11 attacks.
