Letter: Students must be taught English

I was recently watching a television program on which Clark County School District Superintendent Carlos Garcia stated that a primary reason many high school students are failing to pass their proficiency exams is that the exams are written in English, and a large number of students do not speak English.

My question is this: Why is the school district failing to teach these students English? While there is no legislated official language in this country, English has been the primary language of the United States for well over 200 years.

Rather than constantly making things easier on non-English-speaking students by continuing to spend money on creating and using non-English resources, thereby allowing and encouraging students to only speak their native language, why not spend that money on more programs to teach them English?
