Only two members to meet

When the three-member state Gaming Control Board meets in Carson City Wednesday and Thursday, there will only be two members to cast votes.

Chairman Dennis Neilander and member Bobby Siller will conduct business, but the board will be in the unusual circumstance in which one member can veto the other.

Former member Scott Scherer participated in his final meeting last month and has moved to a private law practice and Gov. Kenny Guinn has yet to appoint a replacement.

Neilander said Monday that if he and Siller split on an issue, the matter would be forwarded to the Nevada Gaming Commission for final approval without a recommendation. He said there have been occasions when a member would declare a conflict of interest and recuse himself, leaving two members to vote, but that doesn't happen very often.

A spokesman for the governor's office said Monday that Guinn has not made a final decision on who to appoint to the board.
