Letter: Where do state’s rights end?

In response to Constance Brady's Dec. 21 letter about a proposal to drill in the Arctic National Wildlife Refuge:
Why do we, in the lower 48 states, believe we have the right to dictate whether another sovereign state may or may not extract a resource (oil in this case) from their land?
However, do we also have the right to refuse the dictates of other states to use our state as a nuclear waste repository?
Apples and oranges? I don't think so!
