Letter: Gibbons was right to withdraw provision

Thanks to Rep. Jim Gibbons for withdrawing his poorly written mine-patenting provision from the Budget Reconciliation Bill. Hope- fully, Mr. Gibbons will be willing to engage all interested parties in an open debate on the real reforms of the 1872 Mining Law that are so sorely needed.
