Governor, tribes sign deal

CASCADE LOCKS, Ore. -- Amid drums and tribal songs, Gov. Ted Kulongoski and the Confederated Tribes of the Warm Springs signed an agreement Wednesday moving the tribes closer to opening Oregon's only tribal casino on non-Indian land.
Residents of this fading Columbia River town hope the casino will reverse an outgoing tide of businesses, people, money and services that has put it on the ropes.
"I have never dealt with the Warm Springs tribes where they have not recognized that they have a responsibility to tribal members," Kulongoski said. "They have never had a narrow view of what their interests are."
