Communication plan urged

The American Red Cross is telling Southern Nevada residents who have loved ones in the path of Hurricane Frances to develop a plan for communicating with them immediately, before the storm hits.
"Many times people have to evacuate quickly and lose telephone service. As a result, they are unable to let loved ones know they are OK," Penney Towers, chief executive of the Red Cross, said.
The plan should include the following:
