SENATE DISTRICT 4

Thursday, Oct. 14, 2004 | 1:04 a.m.

After 32 years representing Senate District 4, Joe Neal is leaving the Legislature and also leaving behind a district in which Democrats account for more than half of the registered voters. Democrat Steven Horsford and Republican Mabel Florence Lucier vie to succeed the longtime legislator.

Horsford, who took 50 percent of the primary vote, runs the Culinary Training Academy and is chief executive of Nevada Partners, a nonprofit job-training group.

In line with his work experience, Horsford, 31, puts creating better-paying jobs among his goals.

The Democrat has been endorsed by the Nevada Teachers Association, the local Culinary Union and union groups representing local firefighters, nurses and police.

Lucier, 74, works as an associate at Wal-Mart.

Her campaign is driven by her slogan to "get the most for Nevada for the least amount of money."

District 4 covers an area north of the Interstate 15-U.S. 95 interchange, known as the Spaghetti Bowl. Much of the district is within North Las Vegas.

Of the roughly 54,000 registered voters in District 4, about 31,000 are registered Democrats.
