Letter: Simple flat tax on income would be fair to everybody

Speculation has begun that President Bush will attempt to reform the Internal Revenue Service by advocating the implementation of a "flat tax" on personal income.

Given the general belief that the tax code is overwhelmingly complex and riddled with provisions that benefit special interests, the flat-tax principle of one tax rate on all income, with no deductions, should be appreciated and applauded for its simplicity and fairness.

The adoption of a flat tax would result in greater taxpayer compliance by providing ease of understanding and ease of completion with regard to tax returns. Most individuals would be spared the expense and inconvenience of professional tax preparation.

Establishment of a flat tax would eliminate investment distortion by individuals. Investment would be made on the basis of sound economics rather than on the basis of tax-reduction potential.

Most importantly, it is unfair and illogical to penalize personal financial success by imposing higher rates of taxation on individuals who have higher amounts of income.

The simplicity and fairness of a flat tax would be a welcome relief for all Americans and would be highly effective in raising the level of confidence that Americans have in their government.

Achievement by President Bush of the implementation of a flat tax should be a priority and actively supported by all Americans.
