CARSON CITY -- A Las Vegas physician has been elected president of the Nevada State Board of Medical Examiners that licenses and disciplines doctors.

Dr. Stephen K. Montoya, an obstetrician-gynecologist, was chosen to replace Dr. Cheryl A. Hug-English of Reno, whose term on the board expires in August.

Dr. Joel Lubritz of Las Vegas, an ear, nose and throat specialist, was chosen vice chairman, succeeding Jaculine C. Jones of Fallon, whose term also expires June 30.

Gov. Kenny Guinn has not named replacements for seats being vacated on the board, but Jean Stoess, a former Washoe County Commissioner, has been mentioned to succeed Jones, who was the public member on the board.

Donald Baepler of Las Vegas was re-elected as secretary-treasurer of the board, whose next meeting is Sept. 10-11.

The board at its meeting earlier this month rejected the recommendation of the Federation of State Medical Boards of the United States that it hire a full-time public information officer.

Tony Clark, executive officer for the board, said it directed that a member of the staff go to a two-day training seminar to "professionalize" the newsletter and brochures that are published by the board.

The board also agreed to renew its contract with the Nevada Broadcasters Association for television and radio spots to inform the public of its functions and how they can learn more about a physician.

The board agreed to pay $7,500 for production of new TV and radio spots and to continue the $5,000-a-month contract for airing them.
