Editorial: Hawk a dove on conflicts

Nevada Board of Education President Gary Waters feels bad for his colleague on the board, John Hawk. Last week the board could only muster four votes in favor of Hawk's proposal for a charter school, when six were needed for the school to open. Waters said: "I am extremely disappointed. John Hawk was treated differently and disfavorably because he is a member of this body, and that is very disturbing to me."
What disturbs us is that the board even considered Hawk's proposal. Hawk went to his own board when the Clark County School Board rejected his proposal for academic reasons. The conflict of interest was so obvious that the state board should never have even put Hawk's proposal on the agenda.
Equally disturbing was Hawk's intention to continue serving on the board, even if it approved the charter school and became its supervising agency. We believe Hawk -- and Waters too -- could benefit by going back to school themselves, and taking an ethics course.
