Ex-prison supervisor jailed in sex, pay probe

The former supervisor of the minimum security prison camp near Indian Springs is in jail on multiple felony charges, alleging he arranged conjugal visits for an inmate in exchange for $100 per visit.
He is also charged with falsifing time sheets for another officer to raise money to help pay for a Corvette, according to documents released by the attorney general's office.
The officer whose time sheets were allegedly falsified also faces two criminal charges, the documents said.
Tony Leon Carlysle, 46, was a lieutenant and supervisor at the Indian Springs Conservation Camp, a minimum security facility with 150 to 200 inmates that is part of the Southern Desert Correctional Center, Department of Corrections spokesman Howard Skolnik said.
Carlysle was arrested Monday and charged with conspiracy to commit misconduct by a public officer, misconduct by a public officer, receiving a bribe by a public officer or employee, conspiracy to commit voluntary sex act between a prisoner and another person, voluntary sexual conduct between a prisoner and another person, and fraudulent appropriation of property by a public officer.
If convicted, he could face penalties of probation, jail or up to 18 years in prison and up to $25,000 in fines, according to Tom Sargent, spokesman for the attorney general's office.
Carlysle was being held at the Clark County Detention Center on Wednesday on $30,000 bail, Skolnik said.
Charles Conners, 45, was a senior correctional officer at the camp, and was charged with conspiracy to commit misconduct by a public officer and misconduct by a public officer.
Those charges could bring probation, jail time or up to five years in prison and up to $7,000 in fines, Sargent said.
Conners was released on his own recognizance, Skolnik said.
Both Carlysle and Conners resigned from the department at the end of January, the documents said.
According to the documents released by the attorney general's office, between March 1, 2003, and Jan. 28, Carlysle:

Carlysle then arranged for Manzaneras to meet him at the Indian Springs Casino on at least five Saturdays and possibly as many as 12. Then they drove in Carlysle's red BMW to a Nevada Department of Forestry building next to the prison camp, where Manzaneras and Deleon got together.
During a Feb. 3 interview with investigators, Manzaneras said she knew a meeting would happen when Deleon said the code phrase "Can you pick up my dad tomorrow at 4:30" to her during a telephone conversation. Deleon also told her to bring $100 for Carlysle for each visit, the documents said.
She would then meet Carlysle at the casino at 4:30 a.m., and he would take her to meet Deleon.
Before going into the building to have sex with Deleon, Manzaneras told investigators, she would leave her belongings, including $100, with Carlysle. When Carlysle later dropped her off at the casino, he would give Manzaneras all her belongings, minus the $100.
During a Jan. 30 interview with investigatorsm Carlysle denied he ever took money for the arranged visits, and stated "that he arranged the visits out of compassion for the couple," the documents said.
Manzaneras also told investigators that she gave Carlysle a Sony videocamera she thought was intended for Deleon so he could make a video of a "Structured Living Program," which she thought Deleon needed to do before he would be released.
Manzaneras told investigators that when she delivered the camera to the prison camp Carlysle had her put the camera in his car trunk. She never saw the camera again.
After investigators found the camera at Carlysle's Las Vegas home, Carlysle told them he brought it home "so that it would not be stolen."
Carlysle also denied any wrongdoing regarding Conners' time sheets, the documents said.
He told investigators that Conners worked for any overtime or flex time he received.
But investigators' interviews with Conners cited in the documents gave a different story.
During a Feb. 3 interview with investigators at his Las Vegas home, Conners said that in August 2003 he sold Carlysle a 1985 Chevrolet Corvette for $4,780. However, Carlysle did not have enough money to buy car the outright so they agreed Carlysle would pay him $100 per pay period. He said Carlysle made about 10 $100 payments, according to the documents.
Conners also said Carlysle was unable to earn overtime because he was a lieutenant, so Carlysle would work extra hours at the prison and put the hours on Conners' time sheet, and then they would split the extra pay. For example, Conners told investigators: "If I had three hundred in overtime, what I would do is, I would take one hundred out for the car, then we might split the other two hundred."
Also, Conners said that from December 2002 through February 2003, there were times he worked six or seven days a week and didn't claim any overtime. But he was compensated with flex time for five weeks plus annual leave of three weeks from March 31 to May 26, 2003. During that time Conners went to the Philippines to bring his wife back to the United States, the documents said.
Conners said he filled out time sheets for that time away and left them with Carlysle, who he said altered the time sheets so Conners would be paid for driving his personal vehicle to the prison during some of those weeks he was gone.
