Las Vegas ranks No. 3 on Inc. Magazine's new list of the Top 25 Cities to Do Business in America. The city trails Atlanta and Riverside-San Bernardino, Calif.
California, where Las Vegas recruits for new businesses, has two cities on Inc.'s list of the worst places to do business: San Jose and San Francisco.
