Sex offender arrested in rape of girl, 9

Metro Police arrested a convicted sex offender Monday night in the rape of a 9-year-old girl in the laundry room of the Cypress Garden Mobile Home Park.
William Neel allegedly gave the girl $10 in an attempt to keep her from telling anyone, Sgt. Chris Darcy said. She told her parents, who called police.
Neel was booked into the Clark County Detention Center for sexual assault of a victim under 14, three counts of lewdness with a minor and failing to register as a sex offender.
He was being held this morning on $48,000 bail, according to jail records.
Investigators learned Neel had allegedly molested the girl several times in the past week, and they believe there might be other victims.
"Some of the neighbors said he was frequently seen talking to children in the community and some of the kids would hug him," Darcy said.
Neel was convicted in Clark County in 1991 of lewdness with a minor.
He had been keeping authorities updated on his whereabouts, which is required by law, but he moved into the mobile home park at 4650 E. Lake Mead Blvd. near Nellis Boulevard at least a month ago and didn't register his new address, Darcy said.
Another alleged child molester was also booked into the detention center Monday.
Metro issued an arrest warrant for 32-year-old Loranzo Arrington in 2000 for 27 counts of lewdness with a minor, but he had fled the state, authorities said.
An 8-year-old girl and a 10-year-old girl told police Arrington came into their bedrooms at night and molested them, according to the arrest warrant.
Arrington was captured in Ohio and was extradicted to Nevada. He was being held this morning on $273,000 bail.
