Incumbent Clark County Commissioner Bruce Woodbury will face newcomer Anthony Radovcich in the Republican primary for the District A seat.

Woodbury has held the job since 1981, and in 2000 won the general election with 63 percent of the vote.

Protecting homeowners from new development is a priority for Radovcich.

"The most pressing issue in my area is the total disregard for property rights," he said. "Thousands of property owners have had their quality of life and their lifestyles destroyed by commissioners' decisions."

Radovcich, 64, a retired civil engineer, says he would "make it impossible for anyone to apply for a nonconforming zone change in any Rural Neighborhood Preservation Area," which are designated by state and local law for low-density development of one home per half-acre. He also promised to create more such districts.

Woodbury, 59, has been a relatively consistent, although not always successful, supporter of protecting Rural Neighborhood Preservation Areas. An attorney who lives in Boulder City, he refers to the larger debate on land use in his answer to the Sun's questionnaire.

"I will continue to be an advocate for preserving the integrity of existing neighborhoods against encroachment by incompatible zone changes and for preventing significant increases in property taxes," he said. "I intend to continue to provide strong leadership in improving transportation, air quality and flood control."

The winner of the Republican primary will square off against Independent American Party candidate William Boyd Ballard II, a Henderson resident who has no competitors.

No Democrats filed for the seat this year.
