FORMAT; Representatives of the 32 NFL clubs will make the selections after telephone communications with team general managers, scouts, coaches and ownership.
TIME LIMITS: Each team has 15 minutes for a first-round selection, 10 minutes for a second-round selection and 5 minutes for each subsequent selection.
WHO GOES FIRST? Unless they trade it away, the San Diego Chargers own the top spot thanks to a 4-12 record in 2003 and a tiebreaking, league-worst strength of schedule of .504. They will be followed, in order, by the other three 4-12 teams -- Oakland, Arizona and the New York Giants.
