Letter: Blaming Kerry is misleading

The Bush campaign has made the charge that John Kerry, if elected, would raise taxes $900 billion during his first 100 days. This can be frightening, but only to those who are not aware that it is Congress, not the president, that passes tax measures.
Our Constituition limits the president to either vetoing or signing such a bill. So it would be up to Congress, which is controlled by Republicans, to pass such a large increase.
The sad thing about this ad is that it is endorsed by President Bush, who knows perfectly well that it is hogwash.
