Letter: Common-area pools would help

Why isn't the city or the county demanding that home builders construct common-area swimming pools in large subdivisions as an alternative to single-family residential ones?
Common-area subdivision pools are very cost-effective, they must have lifeguards, and they are far safer than those currently in use by homeowners.
This wouldn't mean that homeowners couldn't have their own pool, but subdivision pools would be a significant and water-saving deterrent.
You don't have to be a rocket scientist to understand how much water is being consumed by the thousands of residential swimming pools here in the valley.
