Letter: Traffic system has many faults

In 43 years of driving, I have driven in many states. I have the following questions about driving in Nevada:
Our "beltway" has traffic lights to stop traffic. The beltways/freeways of Washington, D.C., Baltimore, Atlanta, Dallas, Los Angles and Phoenix do not. Why?
The speed limit on many surface streets with stop lights and driveways is 45 mph. The speed limit on Cheyenne Avenue is 50. Why is the beltway's speed limit 45?
There are several traffic lights that are biased toward the minor cross streets. Examples are Tonopah Avenue at Washington Avenue, and the turn-in at Republic Services. How can I have the light biased toward my housing development?
Why do so many left turn lights come on when there are no cars waiting?
