Letter: Arnold cannot keep promise

I was amused to read that Nevada casinos were so closely following the outcome of the California governor's race.
Regarding Arnold Schwarzenegger's claim that he will renegotiate with Indian tribes and require them to pay taxes on slot winnings: It can't be done.
Under federal law, a state cannot tax Indian tribes without the tribes' consent. To get their consent, California would have to offer the tribes an incentive: more slot machines, for instance. Surely, Nevada casinos don't want that to happen.
It looks like Gov. Arnold won't be able to deliver on this campaign promise.
