Guinn adviser newest member of PUC

CARSON CITY -- Gov. Kenny Guinn on Tuesday appointed his energy and economic adviser to the state Public Utilities Commission.

Carl B. Linvill, 43, succeeds Richard McIntire, who left the commission to join a law firm. The four-year position on the commission comes with an annual salary of $93,332.

McIntire, whose term expired today, submitted his letter of resignation to Guinn this week. He is joining the firm Jones Vargas.

Linvill, a Carson City resident, has been director of the state Office of Energy since 2001 and acted as an adviser to Guinn.

"Carl has been an excellent adviser on energy issues during a difficult period for the industry," Guinn said.

"With his additional background in higher education and later as an economist for the PUC, Carl knows the issues and will be capable of making thoughtful and balanced decisions on the commission."

Before working in the governor's staff, Linvill was the senior economist at the PUC in the resource and market analysis division. His primary responsibilities were electric resource planning and electric market power evaluation studies.

He previously taught microeconomics, game theory and managerial economics at the University of Arkansas.

He holds undergraduate degrees in economics and mathematics from the University of California at Davis and a doctorate in economics from the University of North Carolina at Chapel Hill.

Linvill said he hoped to achieve "fair and balanced decisions for both ratepayers and public utilities."

Guinn thanked McIntire for his service and said his "attention to quality and excellence have made us all better. These qualities will make him a valuable asset to the law firm he is going to work for."

PUC Chairman Don Soderberg said Linvill's prior experience with the commission will make the transition seamless.

The three-member board is rounded out by Commissioner Adriana Escobar Chanos of Las Vegas.
